Disgraced children's entertainer Rolf Harris, who was jailed last year for indecent assault, has been stripped of his CBE.

An official announcement in the London Gazette revealed: "The Queen has directed that the appointment of Rolf Harris to be a Commander of the Civil Division of the Most Excellent Order of the British Empire, dated 17 June 2006, shall be cancelled and annulled and that his name shall be erased from the Register of the said Order."

The 84-year-old convicted paedophile has already been stripped of honours in his native Australia.

He was jailed for just under six years after being found guilty of sex attacks on girls as young as seven.

At his sentencing last year, Mr Justice Sweeney told the shamed performer: "You have shown no remorse for your crimes at all.

Sex Gangs May Have Abused Hundreds Of Girls

Nearly 400 girls may have been sexually exploited in Oxfordshire over a 16-year period, according to a report that has criticised authorities for failing to protect victims.

The Serious Case Review said a paedophile ring was able to rape and abuse six victims for five years because the girls' complaints were not taken seriously.

They were reported missing 500 times between 2005 and 2010, the review said.

One victim described how she turned up at a police station covered in blood in the early hours, but was ignored.

The review found multiple failings and said authorities could have stopped the abuse in 2005, rather than 2010 when it was finally uncovered.

However, it found no evidence of "wilful professional neglect" by police and social workers.

The report reveals 373 girls have been identified as possible victims of sexual exploitation within the last 16 years in the county.

The horrific accounts of six victims are documented within the review, along with their contact with authorities.

One girl said: "I turned up at the police station at 2/3am, blood all over me, soaked through my trousers to the crotch. They dismissed it as me being naughty, a nuisance."

Another told the authorities: "The Asian men felt they ran Oxford. That was exciting. People were afraid of them. I felt protected. People respected them."

Thames Valley's police chief said she deeply regretted her force's failings.

"We are ashamed of the shortcomings identified in this report and we are determined to do all we can to ensure nothing like this ever happens again," said Chief Constable Sara Thornton. 

Between 2005-10 the six vulnerable girls were reported missing 500 times - half of those when they were in council care - but it did not raise alarm bells with authorities.

Chair of the Oxfordshire Safeguarding Children Board Maggie Blyth said: "The Serious Case Review has seen no evidence of wilful professional neglect or misconduct by organisations, but there was at times a worrying lack of curiosity and follow through, and much work should have been considerably different and better."

In May 2013, seven men were convicted of 43 offences including trafficking and rape.

Their trial detailed how they "actively targeted" girls from the ages of 11 and 12, the majority of whom had been sent to live in care homes.

The girls were plied with alcohol, introduced to drugs, then sold for sex in guest houses, private houses and hotels, and abused by multiple men, some of whom had travelled to Oxford from "far afield".

The humiliation and degradation involved knives, meat cleavers and baseball bats. The girls' ordeals sometimes lasted days.

Like similar cases in Rotherham, Rochdale and Derby, the report states the victims were white girls and the perpetrators mainly men of Asian heritage and Muslim culture, but says "no one was aware of evidence of any holding back due to ethnicity".

However, it recommends more research needs to be done at a national level, saying "it cannot be parked as too potentially sensitive or inflammatory to pursue openly at that level".

The report found the abuse could have been identified as early as 2005, when police had "considerable concern" about some girls.

But it said too often the girls, who were seen as "precocious" and "difficult", were not believed, and their accounts were thought to be "exaggerated" by authorities.

They were seen as young adults and it was assumed that they had control over their actions.

The report also highlighted the ordeal of one parent who "went hunting the streets of SE England night after night" looking for her  daughter who now "suffers nightmares, flashbacks and is depressed".

It said some parents felt authorities had "no empathy" when they reported abuse and they "felt patronised".

Social workers, teachers and councillors guilty of failing to protect children could in future face up to five years in jail.

The Prime Minister said children had suffered sexual abuse on an "industrial scale" with too many people and organisations "walking on by".

Mr Cameron - talking about the plans at No 10 - said: "I think it's very important we take a step back and just recognise the horrific nature of what has happened in our country.

"Young girls - and they are young girls - being abused over and over again on an industrial scale, being raped, being passed from one bunch of perpetrators to another bunch of perpetrators.

"And all the while this has happened with too many organisations and too many people walking on by.

"And we have got to really resolve that this stops here, it doesn't happen again and we recognise abuse for what it is."

Since the trial, Thames Valley Police says approximately 700 children in Oxfordshire, Berkshire and Buckinghamshire have been referred where there is a suspicion they might be being sexually exploited.

"Like the whole community we are horrified at what happened in Oxford," said Jim Leivers, Oxfordshire County Council's head of Children, Education and Families.

"We fully accept that we made many mistakes and missed opportunities to stop the abuse."

A third attacker crosses the road and pulls one of Alan's friends off his bike.

Alan managed to continue riding for a short while before collapsing.

An ambulance was called but the teenager was pronounced dead at the scene.

Emwazi Recording: I'm Not An Extremist

A recording has emerged of Mohammed Emwazi denying plans to become an extremist in 2009, and condemning the 9/11 and 7/7 attacks.

In the clip, released by the CAGE advocacy group, the 26-year-old describes being interviewed by British security officials - and complains about being threatened by MI5.

According to Emwazi, he was asked for his views on the terrorist attacks in London and New York, to which he replied: "Innocent people are getting killed. What happened was wrong. If I had the opportunity to make those lives come back, I would."

The Londoner told CAGE that despite his condemnation of al Qaeda, his interrogators were still convinced that he was planning to train as a terrorist in Somalia - and had vowed to "keep a close eye" on him.

Emwazi told the officials: "After what I told you what's happening is extremism, you're still saying I'm an extremist?"

The University of Westminster graduate was identified as "Jihadi John" last week, and is believed to be the Islamic State fighter who has appeared in videos which depict the beheading of Western aid workers and journalists.

In emails to a journalist in 2010, Emwazi claimed he was a "dead man walking", and revealed he had contemplated suicide because of the treatment he had received at the hands of MI5.

Asim Qureshi, a research director for CAGE, said last week that the militant was "the most humble young person that I ever knew".

Johnson Attacks CAGE Over 'Jihadi John' Claims

Boris Johnson has launched an attack on the human rights campaigner who claimed that Mohammed Emwazi was an "extremely kind and gentle" man.

The Mayor of London was called by Asim Qureshi, a research director for CAGE, during an LBC Radio phone-in - and said he had been "moved to anger" by the group's claims that MI5 could be responsible for the radicalisation of "Jihadi John".

Confronting Mr Qureshi over his news conference last week, Mr Johnson said: "I watched you explain how he had been seeking 'a career overseas' and had been impeded by the security services in finding his vocation.

"Actually, he was going off to join a terrorist group in Somalia.

"I really, really think that the focus of your indignation and your outrage should be on people who go out to join groups that throw gays off cliffs, that behead people who don't subscribe to their version of Islam, that glorify in the execution of innocent journalists and aid workers.

"They should be the object of your wrath, not the security services who are trying to keep us safe."

Mr Johnson then urged the advocacy group to differentiate between people like Emwazi and ordinary Muslims, instead of "instantly decrying Islamophobia when people criticise, attack and denounce people who engage in such atrocities".

In reply to the Mayor's remarks, Mr Qureshi said: "What we want is to understand whether or not the security agencies' actions led to him feeling like he's not a part of British society."

CAGE has released an audio recording of Emwazi from 2009, in which the Islamic State militant claimed he had been harassed by the intelligence services.

A few months later, the 26-year-old told a journalist that he had contemplated suicide because of how he had been treated.

Last week, Mr Qureshi caused controversy when he said: "(CAGE) has evidence that there are several young Britons whose lives were not only ruined by security agencies, but who became disenfranchised and turned to violence because of British counter-terrorism policies."

Mourners queued from the early hours of the morning to file past Mr Nemtsov's body as it lay in state in the Sakharov Centre in central Moscow.

Police have been granted an additional 24 hours to question the pair, who had previously been arrested on suspicion of Becky's kidnap.

Detective Superintendent Mike Courtiour said: "As a result of new information received late last night, we attended a house at Barton Court in the Barton Hill area of Bristol.

"The information suggested that Becky's body had been cut up and a search at the new location resulted in the discovery of body parts.

Maternity Unit Deaths 'Were Preventable'

Major failure at almost every level led to avoidable deaths of babies and a mother at Furness General Hospital, a report has found.

The independent review found the maternity service was seriously dysfunctional and different clinical care would have prevented the deaths of 11 newborn babies and a mother.

Failures of knowledge, teamwork and approach to risk were all blamed and a failure to investigate problems meant the same mistakes were repeated, it said.

The report also found patients and relatives who expressed concerns were lied to and reactions of maternity staff "were shaped by denial".

The investigation, ordered by Health Secretary Jeremy Hunt, has looked into the circumstances surrounding deaths at Furness General Hospital between 2004 and 2013.

Report author Dr Bill Kirkup said: "Our findings are stark and catalogue a series of failures at almost every level."

He went on: "The nature of these problems is serious and shocking and it is important for the lessons of these events to be learnt and acted upon not only to improve the safety of maternity services but also to reduce the risk elsewhere in NHS systems."

He concluded that the hospital should formally admit the extent of the problems and apologise to patients and relatives affected for the avoidable damage caused and the length of time taken to bring mistakes to light.

He has also said there should be a review of all the skills, knowledge and competency of all obstetric, paediatric, midwifery and neonatal staff by June this year.

Better working relationships needed to be established within the hospital where midwives are described as having a "them and us" mentality, he said.

The report found that, over a nine-year period, seven opportunities were missed to rectify mistakes, including one as early as 2004.

It paid tribute to families of victims "who refused to accept what they were being told" in order to bring failures to light.

Two health watchdogs, the Care Quality Commission (CQC) and the Health Service Ombudsman, were heavily criticised for failing to respond effectively to complaints.

In total, 44 recommendations have been made to improve care both at the NHS Morecambe Bay Foundation Trust and within the wider NHS.

In a statement, the Trust said it had apologised unreservedly to those involved.

Trust chairman Pearse Butler said: "This Trust made some very serious mistakes in the way it cared for mothers and their babies.

"More than that, the same mistakes were repeated. And after making those mistakes, there was a lack of openness from the Trust in acknowledging to families what had happened. This report vindicates these families.

"For these reasons, on behalf of the Trust, I apologise unreservedly to the families concerned. I'm deeply sorry that so many people have suffered as a result of these mistakes.

"As the Chair of the Trust Board, it's my duty to ensure that lessons are learned and that we do everything we possibly can to make sure nothing like this happens again."

Iran Rebukes Obama Before Netanyahu Speech

Israeli Prime Minister Benjamin Netanyahu is giving a historic speech to the US Congress, just as the row over Iran's nuclear ambitions heats up.

Iran has labelled as "excessive and illogical" remarks by President Barack Obama about a possible deal with Israel's arch-foe over its uranium programme.

Mr Netanyahu has repeatedly attacked the Iran talks, and the White House is wary he may reveal specific details to US lawmakers.

On the eve of the speech, Mr Obama accused Mr Netanyahu of having previously made unfounded attacks on a 2013 interim pact with Iran.

"Netanyahu made all sorts of claims," he told Reuters on Monday. "This was going to be a terrible deal."

"This was going to result in Iran getting $50 billion worth of relief. Iran would not abide by the agreement. None of that has come true."

Mr Obama also said a minimum 10-year agreement offered the best hope of avoiding an atomic-armed Tehran.

But on Tuesday, Iranian Foreign Minister Mohammad Javad Zarif branded Mr Obama's remarks "unacceptable".

He was speaking in Switzerland, where he and US Secretary of State John Kerry were meeting for a second day ahead of a 31 March deadline for a deal. Iran insists its programme is for civilian energy purposes.

About a quarter of Democratic lawmakers are expected to skip Mr Netanyahu's speech in protest.

The White House is displeased that it was not consulted in advance when the visit was arranged between congressional Republicans and the Israeli prime minister.

Mr Netanyahu said on Monday he meant no disrespect to Mr Obama by accepting the invitation.

By early Tuesday, about 60 of the 232 congressional Democrats said they planned to sit out the speech.

House of Representatives Speaker John Boehner, the Republican whose invitation to Mr Netanyahu triggered the diplomatic crisis, said on Tuesday he expected a full house.

"America's bond with Israel is stronger than the politics of the moment," he said in a video message.

It was unclear if Mr Obama would tune in to the speech.

The White House has said the President will not meet Mr Netanyahu, citing the need not to show bias towards any candidate in Israel's 17 March elections.

Mr Netanyahu will join Winston Churchill as the only foreign leader to have addressed Congress three separate times.

The Republicans are presenting him with a bust of Britain's wartime prime minister in honour of the occasion.
